Qualified Products List — User Guide

Introduction, Reference Guide, and Instructions for the WSDOT QPL application.

Part 1 — Introduction

Introduction

What Is the Qualified Products List?

The Qualified Products List (QPL) is maintained by the Washington State Department of Transportation (WSDOT) State Materials Laboratory. It is a listing of construction materials and products that have been evaluated and approved for use on WSDOT projects. The QPL helps contractors, inspectors, and project engineers identify materials that meet WSDOT Standard Specifications.

Purpose

The QPL provides a centralized, searchable resource for finding qualified construction materials. It ensures that only products meeting WSDOT quality standards are used on state transportation projects. By referencing the QPL, field personnel can verify that a product has been tested and approved before it is incorporated into a project.

Who Uses the QPL?

  • Contractors — To identify approved products for bidding and construction.
  • WSDOT Inspectors — To verify that materials delivered to a project site are on the approved list.
  • Project Engineers — To confirm material compliance during design and construction phases.
  • Material Suppliers & Manufacturers — To check the qualification status of their products.

How Products Get on the QPL

Products are added to the QPL after the manufacturer submits them for evaluation by the State Materials Laboratory. The evaluation process typically includes testing to verify the product meets the applicable WSDOT Standard Specification requirements. Once a product is approved, it is listed on the QPL with its acceptance code, which defines the conditions of acceptance for field use.

Products may be removed or have restrictions applied if they no longer meet specification requirements. Some products carry expiration dates and must be re-evaluated periodically.
